Now , china is giving loan to Bangladesh of $1billion for Teesta river management project [due to teesta river crisis]

Brief :teesta is the 4 largest river in Bangladesh and flows through five northern district . at least 21 million people in Bangladesh are dependent on the teesta river water .but now, china is helping Bangladesh in teesta river management project .why?
